when I read it was going to be thrown away. I recall that it was a KA10,
but did KA10's run TOPS-20? I don't think so. I'll have to open the book
and check tonight.

Well, yes and no. I don't think the graphics support in SIMH is the better option to make a "portable VAX".
Basically, what you get is a window emulatin the Vaxstation "glass console". So, when you boot VMS with DECWindows, you get a graphic login prompt just like in a real VS. The problem is you will get the emulated device resolution, not the resolution your mac can support.
You will get better results with a headless emulated VAX and xnest/Xephyr connecting to it using XDCMP...

It won't run in SIMH. The panda dist comes with KLH10. The default configuration has DECNET disabled, but it is not difficult to enable it. You will find some tips in this post:
