Nevermind. Problem was with simh version 3.8-1. Moving it to a git revision that doesn't have the rq bugs solved the problem.
But I WAS trying to setup non-plus RSX-11M earlier, so I may go back to trying that as well.

It can be used to create real tape for RSTS using RSX-11M-PLUS VCP utility.
To connect to RSTS from RSX you need RRS utility.
