With SIMH your best bet is TOPS-10. The Panda (MRC's updated TOPS-20) distribution requires KLH10 and I believe includes a slightly newer version than is otherwise available. I've never messed with the Panda distro, but have done my own installs.
I've never had DECnet running on TOPS-20, but did have it working on TOPS-10 7.04 thanks to a kit I got somewhere. I really liked the LAT support, since it allowed me to connect with a VT420. SIMH doesn't support Networking, but KLH10 does. My emulated TOPS-20 system was running TCP/IP, but I haven't had it online in years.

If so google for simh 's website. Bob Supnik provides detailed instructions on how to configure simh on linux as well as installation guides for several DEC operating systems. I tried and succeeded once to get TOPS-10 up and running, an os I am unfamiliar with.

I won't guarantee that all the links are current, it's been a long time since I updated that part of the site. I've started working on some updates, but to the best of my recollection no one has sent updates on the PDP-10 stuff.
Setting up KLH10 is a pretty basic compile, IIRC. The instructions with KLH10 should be enough to accomplish that. You might want to get on the alt.sys.pdp10 newsgroup, as that's a good place to ask questions.
Basically don't expect the "community" to do something for you, if you want something, take the time to research the available resources, and then ask questions in the appropriate places if you're stuck.
