[HECnet] 31.43 (or just 43) XX Phase-II Node

XX (43 / 31.43) is a Phase-II node, a SimH VAX-11/750 (x64, Linux host) running VAX/VMS 2.0. Due to experimental wizardry in DECnet/Python, it appears it is possible to SET HOST to it from TOPS-10 nodes. There is a guest/welcome123 account. Eventually it *may* be reachable from any RSTS, RSX or TOPS-20 node as well. Paul is continuing to do some "full intercept" magic, somehow gluing Phase IV to Phase II ... Johnny - can we add 31.43 (XX) to the database please? Thanks, Supratim
