transfer files over a network where various file attributes might not
be preserved.

EDT-like keybindings, while EMAACD have EMACS-like bindings. EXP is

This one is patterned on BSD make.

I'm guessing these are additions to RSX-11M/M+ as one of them is GREP which definitely isn't a standard DEC tool :)
