7-1-CONFIG is what SETSPD parses and DECNET cannot come up until SETSPD
has completed. The Ethernet address is set during this time.
I'm unaware of NODE.IND; you have to specify the node in the 7-1-CONFIG
file, although I suppose you could run a separate instance of SETSPD to
process it.
After the system is up, SETNOD is run to do a bulk load of DECnet nodes
into the Tops-20 node hash table. SETNOD has no code to set the
executor node nor any of the other parameters that SETSPD can set for
DECNET.
