I have a license that lasts for a year. I'm never used in thought I installed the
whole thing once by terminal on linux with simh and vms. I could load a couple of PAKs
can't I. The decnet and what's needed ?

  I can't remember now, but I think newer versions included it as part of the VMS kit,
older ones may not, but I am not sure. Yes, you run 
netconfig.com to set it up, but you
will need a PAK to license it, you can get PAKs from the hobbyist programme.

      Can I take my copy of VMS which does not have installed phave iv or decnet plus and
load one of them to use these commands? They weren't there earlier today but I
