I'm embarrassed that I don't remember this, but somebody had a way to
generate a HECnet node name and address list in a format compatible with
pyDECnet. How did that work again?

I think this is what you are looking for hecnet-nodes-for-pydecnet.sh: Grabs HECnet node
database and converts to format expected by Paul Koning's DECnet/Python ? GitHub

I modified the DCL script to generate a node list in addition to the NCP command lists.
On DUNE:: default DECnet directory

I'm generating all kind of file formats on MIM whenever I modify the
nodename database. And I can easily do others as well, if people want
something.
At the moment, I do:
FIX.CMD (for RSX)
FIX.COM (for VMS)
FIX.T20 (for TOPS-20)
HECNET.PY (for PyDECnet)
They can all be found at MIM::HECNET:
