Actually the VMS dialer interface is well documented (isn't all of VMS like that??) and long, long ago I wrote a dialer for Hayes modems. It lets you use the SET HOST/DTE/DIAL=... command with Hayes compatible modems. If you really need it I could probably find a copy.
