With the menu stuff, you have to enable the SMTP service first and then it need to be
started separately. You can do that using the startup command procedure (script):
$ @sys$startup:tcpip$smtp_startup.com
In case you have enabled SMTP (and other TCPIP services) it will start automatically next
time you start TCPIP.
