Don't ever do this! *Never* setup nodes with numbers that you don't
"own".
You can potentially break things for others. The fact that you might not see
anything in the nodename database, or not see any nodes online in one area
does not mean that there might not be someone who "owns" that area, and
could at any point bring something online, in which case your actions can
cause disruptions and mess for people.
Dammit. It shouldn't be so hard to adhere to the few rules that there in on
HECnet. It's not like I go crazy with what people can or should do.
I'll respond to your request later today. (With that said, no, actually,
area 40 was not allocated to anyone at the moment, so it was not potentially
disruptive, but the allocation of areas is tracked in another document I
have.)
