PDP11 and VAX most definitely DO support idle. PDP11 idle is tied to the WAIT
instruction, which is used by most operating systems (but not by RT11). VAX idle is tied
to weird magic that matches code sequences against known ways of various operating systems
to code their idle loops, so it's a bit more fragile -- and you have to tell it which
OS you're using.
