NETCONFIG pretty much solves all problems...
The ethernet interface on a VAXstation 4000 model 60 is recognized by DECnet
as ESA0, so you'll see a LINE and a CIRCUIT called ESA-0.
The VAXstation 4000 model 90 uses different hardware and the device is known
as ISA-0 to DECnet.
You can manually create the corresponding LINE and CIRCUIT components with
NCP but running NETCONFIG is a lot faster, if not easier ;-)

So in time honoured tradition I solved the problem pretty much by asking
the question.
I did a NETCONFIG and a reboot and all is fine again.
