The obvious thing to add is a HECNETINFO command, that displays this file on a given host
- we want this information to be easily accessible from the DCL side as well rather than
just the Web, I think.

I also have Zane's URL saved as well.
I put an info.txt file in the decnet default directory on MISER earlier today.
