nope... you have to do the install of the decnet package rather
than
tailor the existing os.

     Do you have the DECnet software.  It isn't a part of VAX/VMS.  It
     was a
     different tape back in the day.  Do you have the hobbyist iso with
     DECnet software
     on it?
