It is uneven. It seems to work better against some systems than others. I guess
that's what you get from reverse-engineering the protocol from a specific
implementation...
So it would be better to just rewrite the thing from scratch, and in some language with
some sensibility still left in it.
Given that there are LAT specs on-line (I have two, one from 1983 and one from 1989) it
should be straightforward to do a proper compliant implementation.
I'll do one in Python at some point just for grins.
