You are constantly missing that the other side (GEEZER) in this case, is
not showing 31.282 as up.

This is a nonrouting node, and does not have any network information.
The designated router for SCOOBY is node    0 SCOOBY.

These are all simulated machines running on raspberry pi's. I run 4
instances (machines) on each pi. All pi's connect into a simple TPlink 8
port switch. Nothing is on wifi.

I'm confused? Geezer is 31.279 not 278. 278 is HOWARD and it is a router
on the network. It can communicate with all other nodes and I just did a
 set host with IMPVAX 31.1.
I shutdown Howard (278) and now the microvax (SCOOBY) shows my Pydecnet
router 31.279 (geezer) as its designated router after a SHOW Circuit but
 still a no go.

Well, GEEZER (31.278) is not seeing 31.282 as up. So that's why you have
a problem. This usually means that packets are working in one direction,
 but not the other.

Was this a real machine? How have you connected it to the rest of the
 network?

The address is 31.282. No File access, Phone or
NCP Tell to other nodes
but it is still able to go out and find a router. It (31.282) can phone
itself and set host but other nodes it just hangs. If I phone another
node it will just sit at "Establishing Decnet Link and then error to
 "Node is not reachable.

No. Qbus ethernet or Unibus ethernet makes no difference here.
Does anything else work? NCP to other nodes? Phone? File access?
What's the address of that microvax?
