The commands in NCP would be almost the same.
The first one
NCP> SET CIRC ESA-0 SERVI ENAB
and the second one
NCP> DEFI NODE X.X NAME DS200 LOAD FILE PR0801ENG.SYS SERVICE CIRCUIT ESA-0
Where the x.x is some DECnet address in your area which is not used.
This might not be 100% correct because I use DECnet Phase IV seldom nowadays.

Assuming you are using Alpha and VMS V7.3 or newer.
$ MC LANCP
LANCP> SET DEVICE EWA0 /DLL=ENABLE
LANCP> DEFINE NODE DS200/ADDRESS=08-00-2B-11-22-33 /FILE=PR0801ENG.SYS
LANCP> EXIT
Copy the PR0801ENG.SYS image using the qualifier /continuous to the
directory MOM$SYSTEM.
You'll find the image using anonymous ftp at juhani.exdecfinlnd.org
