Can't open tape image.
Of course there might be something I am forgetting and not doing here.
I also type at the prompt in all caps, same result. For example,
ATT -F ANSI-VMS VMST
Same errors.

I wonder if the SIMH command parser gets confused by the hyphen in the file name. The
message makes it look like it's mistaking -v for a switch, so it's parsing it as
if it were:
sim> att tq -f ansi -v ms vmst
which would of course be a problem. Try removing the - or replacing it by an underscore.
