Best plan is to replace them of course, but I just remove the RIFA caps from my BA23s.
They're in there for EMI filtering and, when you have a whole garage full of old
computer equipment of dubious FCC/EMI compliance anyway, I'm not sure these particular
supplies are a major concern.
Plus there will usually be other electrolytics in the power supply that you're going
to be forced to replace anyway, so you'll get plenty of practice that way.
