There is probably no connection between something for
a PDP-11 and
(maybe) RSX, and something for PDP-10 and TOPS-10.
But you got me curious anyway, so I'm going to check this one out...

It's a "tops10 program"...
It can do both 8080 and z80 mnemonics, and the sources I have named mac80
can only do 8080, and they start like this...
