Looking at a machine or two he has online, it don't look like DECnet+.
But he or Tim Sneddon would be possible peers if you were to run
PyDECnet, GRE (Cisco) or something with Multinet.
But you can contact Tony directly and figure things out in more detail.

You just need to peer with someone else with
DECnet+, which aren't
that many...
