Thanks Johnny, Dave and LSSM. Based on a ping time of 24ms from 31.3
PYRTR's host to hecnet.softjar.se, I have set the cost to 4, based on
the current recommended cost table:

I noticed that the connection is now to 1.1022 PyHEC instead of
1.1023 ANKE so they will want to update their local node database to
reflect this to get routing to MIM and other nodes working correctly.
