[HECnet] Reading RT11 files under Windows or Linux

I?ve only tested it on Linux, FreeBSD and MacOS. It should be pretty easy to add TU58 support if you have a suitable example image. John. A Linux utility would be OK too. I know about PUTR, but it doesn?t appear that it can run under any recent (e.g. 64 bit) version of Windows..
