However, I suspect that for most areas, setting the cost higher on the
ethernet circuit don't make much of a difference inside the area. If you
have several links between nodes inside the area, then you might want to
look at the cost of those links relative to each other, but this is a
separate issue than the links and costs for the area routing.

Actually, since most of your traffic would be with MIM in area 1, you
probably would prefer the tunnel to ethernet, as ethernet would route
you through 1.1023. So I would set the ethernet at your end to 5.
Ethernet is usually not a preferred choice for area routing...
