LAT is _NOT_ part of DECnet. LAT can be run without DECnet installed or
running. IIRC, LAT was licensed with VMS.

I think that would be LATCP.EXE
That's the control utility but VMS uses the file
LTLOAD.COM in SYS$MANAGER/-
SYS$STARTUP to load the driver and define node, port and services during the
system startup. You'll find something like LATCP="MCR
LATCP"/LATCP="$LATCP"
in
LTLOAD.COM used to prefix the various commands.
