Sure looks that way. Incidentally, while various DECnet Phase II implementations have a
thing called "NCP" the syntax is different from that of Phase III/IV and as far
as I know was never standardized. There is also a Phase II version of the NICE protocol,
somewhat to my surprise; I never knew until I started experimenting with TOPS-20 V4 which
has it. There too, there is no documentation I know of other than a few hings in TOPS-20
files. I figured it out just enough that PyDECnet can do NICE to and from TOPS-20 V4
nodes. No idea whether that would work with VMS, I don't have such a setup. Would
like to. It sounds like people have the necessary bits, so I should try to use those and
set up a Phase II VMS node as a reference.
