Doubt it. The problem is that MAIL-11 talks DECnet. I doubt you get
access to DECnet from the RSX environment under VMS. Also, you'll need
the mail daemon running to receive mails, but the RSX environment under
VMS is not a running, complete RSX system, but just the current running
program that you might be running.
