I did miss the '--remote-address' line in config.txt and did not read the
changes.txt thinking config.txt would be authoritative.
config.txt is authoritative, yes, but it describes the current rules. So unless you
remember the old ones well or compare versions, you might miss changes. changes.txt is
meant specifically to point out "significant" changes that I think you'd
want to know about when installing a new version.
Think of one as f(t) and the other as df(t)/dt. :-) Both are helpful to know.
