wondering how this could be used on HECnet. I don't think anyone offers any

I would offer one if someone were to pay the phone bill. ;)

No, that's the one. The DECbrouter, running IOS 10.3 or higher supports GRE/IP, which provides a tunnel across an IP network. The current HECnet Cisco mesh consists of a Cisco 1800, DECbrouter 90T2, Cisco 2611, Cisco 7206 and other Cisco gear.

Yup, it definitely works fine. I have a DECbrouter 90T2 that I use to connect to HECnet running IOS 10.3(7), I am on area 12.
However, at the moment I am having a bit of trouble with my router I and am waiting on a spare to be sent to me.

NO. They're two complete and separate TCP/IP stack installations.
You'll need to look for the Multinet installation directory and also through
your system startup (SYS$STARTUP: and SYS$STARTUP:SYSTARTUP_VMS.COM) files
to see if you are, indeed, starting Multinet. If UCX (TCPIP Services) has
been configured to startup, you'll need to make a decision as to which one
you want because you can only have one TCPIP stack.
Assuming that your PAKs are valid for these two products, your issue would
probably be one of just starting one over the other.

If you have the proper libpcap development components installed on your Linux environment, then the makefile will automatically build a network capable simulator. You DO NOT need to specify anything extra to create encourage this.
Numerous folks (myself included) have built network capable simulators on the Raspberry Pi platform. I don't recall having to hunt down any libpcap stuff for this platform, but I may have. I did this probably a year ago, so I used the available Raspberry Pi Linux distribution which was available at that time. I have not tried from scratch recently.
Before I try and ruffle a few feathers on the regular SIMH list I was
wondering if anyone in here has any suggestions.

No I don't have any specific idea, its just something else for the
