Okay, grabbed a second NIC for that system, I think i'll leave it for experimentation virtual machines.
I moved the RSTS/E VM and the RSX-11M+ VM to a linux VM, and DECnet works perfectly now.

I'm connected to the host e11 is running on from a mac over ssh. And the source MAC address matches the mac.

Looks like you're trying to access your host from an emulator which couldn't set correct mac address.
Are you using (Apple?) WiFi adapter?
... or simh incorrectly built for BSD/OSX
