I'm not an expert at all in this things, but I can say that all those FTxxxx
symbols are feature switches which get set in F.MAC by MONGEN. Other multiply
defined symbols seem to be mostly from COMMON.MAC and COMMOD.MAC. Instead,
many of the undefined ones are from APRSER.MAC, i.e. the module that contains
most (all?) of the processor dependent code.
Maybe there is something wrong in your source setup or in your MONGEN answers.
I would try to follow the original Software Installation Guide (SIG), at least
chapter 9, which explains step-by-step what you should do, and also what to
answer to every MONGEN question. The most updated SIG can be found here:

PathWorks (at least the later versions) allowed you to manage NT domains
from within a VMS system. They had rather tight integration for many
areas. Accounts, directories, and printers could be shared (and
managed) all from within the PathWorks environment. It was a little
weird when Microsoft's SMS version 1.x was integrated but it worked...

Just had a quick look at the manual you pointed me at. Make sure you
are following the instructions for the KS10 and not the KL10, SIMH
emulates the
KS10 only.
Actually, I was building a KL monitor because KLH10 allows me to do
DECnet.
