My tech world is in a somewhat discombobulated state right now, but I believe it is "latd v1.35".  Regardless, it is just the standard "sudo apt install latd" from the vanilla Raspberry Pi OS repositories.

Look in the PyDECnet Subversion repository, the T1.1 branch:

svn://akdesign.dyndns.org/pydecnet/branches/t1.1/pydecnet

In the doc/protocols subdirectory are a couple of protocol documents reverse engineered from running code or other unofficial sources.  The remote terminal protocols are in remote-terminal.txt.
