  If you’re willing to configure your own SIP phone, or better yet set up Asterisk, then there are any number of providers out there that offer call termination DIDs for way less than the ISPs do.  We use DIDforSale.com and get two dial in numbers for about $3-4 per month.   One caveat is that the calls are metered, so if you talk a lot then you’ll pay more.
