I have a very similar setup to yours and am actually your closest neighbour in Supratim's 31.* block of addresses:

 

    HUEY 31.260 - My PyDECnet router
    DUEY 31.261 - OpenVMS VAX8600 (SIMH)

    LUEY 31.262 - OpenVMS VAX8600 (SIMH)

Unfortunately, my systems are all offline at the moment, but, at times, I have run all three on a single raspberry Pi.  Other times I have moved them around onto other systems.  Currently I'm planning to move my VMS nodes to my local NAS.  From what I see in your post, if your second system is 31.271, then as Johnny wrote, perhaps your first system and your router are sharing the same DECnet address.  As you can see in my list, my PyDECnet router is configured as an independent decnet node with a distinct address, even though it is running on the same physical machine.  When your PyDECnet is up (presumably with address 31.270) and your 1st VAX (presumably also with address 31.270) is down, then your 2nd VAX (31.271) should be working normally - which seems to be what was reported.  Perhaps try changing the DECnet address on your 1st VAX to 31.272 and see what happens.  Just making some guesses, but could be worth a try?

I created another simh machine. 31.271 (LIBBY) VAX 8650 and added it to HECnet. I was able to execute NCP commands just fine on that machine. Both it and the 11/780 are running on a single Pi 3. So the problem looks like it is in the 11/780 machine itself.
