It wouldn’t, since the underlying socket interface won’t accept that.
However, you could set your DECnet configuration to listen for anything on port 15001 and then configure your border firewall (or use iptables or some such on your pydecnet host) to limit connections to port 15001 to that subnet).

Your second example is interesting.  I don't suppose it would accept something clever like:

Or

circuit mul-123 Multinet 207.123.123.0/24:15001:listen --cost 8 --t3 120
