Wow, that may be one the most fascist policies I have ever heard of.  I know people who work for defense contractors and not even they have these kinds of legal shackles.  You have my sympathies.

My employer (Big Bank) is emphatic about what I write for them, which is understandable.  There are no clauses for what I write on my own time unless I derive revenue from it, in which case I have to inform them, but they still don't own it.

They actually did run Tops-20 back in the 80's, but all of that has been scattered to the Four Winds of Heaven.  I don't think I know anybody there any more who would even recognize the name.

I would be beyond delighted to be paid for any of my fixes, but at this point of my life, I'm happy to be paid for anything instead of being similarly kicked to the curb for having committed the unforgivable sin of growing older...
